
FSL Innovations for HS
Deaf Learners Launched
August 16-17, 2023
Benilde’s Center for Education Advancement of the Deaf (CEAD) under the Office of the Vice Chancellor for Academics formally launched The Filipino Sign Language Learning Materials Innovations (FSL-LMI) on August 16-17, 2023 to showcase Deaf-led initiatives in the development of learning materials as outcome of FSL linguistic research.
The use of these FSL learning materials, in tandem with the proficient FSL signing skills of the hearing teachers, especially inclusion of Deaf teachers, and use of Deaf-Centered Bilingual [L1/L2] Education practices for literacy development are some of the critical elements that are considered crucial to support Deaf learners to overcome the impact of language deprivation and support their learning advancement (FSL Law of 2018). FSL is the mother tongue of Deaf Filipino learners and has not been fully accessible in Deaf education. One of Benilde’s contribution to support the Filipino Deaf community and advancement Deaf education in the country is through the CEAD- Model Learning Institute on Deaf Centered Education (MLITEDCE), where evidenced based findings on Deaf learners’ advancement and the best practices are documented and analyzed, learning platforms are developed/improved that are designed to facilitate its replication and sustain its positive outcomes towards the reduction of learning gaps, and advance Deaf children’s academic success.
Chancellor Benhur Ong, in his opening remarks, said that Benilde’s effort to replicate these outcomes and practices is founded on “unwavering dedication to evidence-based practice, and in a deep understanding of the Deaf community, through ground-breaking products, procedures, and practices that significantly improve the outcomes of Deaf Education.”
To this end, Benilde-CEAD continues to establish linguistic evidence and evidence-building processes in the development of FSL-LMI which are the basis for FSL language training and instruction of Deaf students, FSL proficiency of Teachers of the Deaf, and the creation of FSL accessible academic content materials. At the moment, these efforts are primarily for the use of Benilde Deaf School (BDS). These FSL-LMIs contribute to the realization of Benilde’s vision for BDS to be an exemplar of Bilingual-Bicultural Education in the country. It is hoped that the Model can be eventually implemented at various DepEd Schools across the country. The Nippon Foundation has supported Benilde through the MLITEDCE project as its commitment “to support social innovations by participating in the creation of a better future.”
Presented during the launch are key innovations: the Filipino Sign Language (FSL) Corpus and Signbank, FSL Grammar and Dictionary, Academic Signs Documentation, and Deaf Heritage and Deaf Life Stories. The Deaf researchers are led and supervised by Dx. Rafa Domingo, the first Filipino Deaf Linguist in the country. A team of 19 Deaf research trainees are actively engaged in these on going innovations.
With evidence, Benilde, in the long run, will make accessible its platforms to replicate these Deaf-centered education best practices in bilingual literacy development and assist Deaf Schools and Public Schools in the country to increase the opportunities for academic success of Deaf Learners.
